Is menu engineering the same as menu development?

Menu engineering focuses on the economics and performance of an existing menu. Menu development focuses on creating dishes, recipes, and a culinary program. Some engagements combine both, but each has a distinct objective.

Does contribution margin include every restaurant expense?

No. Selling price minus ingredient cost gives a food-cost-based contribution figure. It does not automatically deduct labor, rent, utilities, fees, or other overhead. The analysis must clearly state which costs are included.
